Debarment may occur, by the federal government or the state, when there is evidence of improper conduct, including, but not limited to, fraud, collusion, attempts to improperly influence a bid process or indictment by the bidder/contractor. – Massachusetts Executive Office for Administration and Finance

The following companies and/or individuals are currently barred from bidding on public construction jobs in Massachusetts, by order of Massachusetts Attorney Maura Healey, as of September 7, 2017:

  1. Garcia Drywall, Inc. of 20 Query Street, New Bedford, MA 02740 and Emanuel E. Garcia, its owner, are debarred pursuant to M.G.L. c.149, § 27C beginning January 26, 2011 through January 25, 2021.
  2. Gaudette Building Exteriors  of 6 City Depot Road, Charlton City, MA 01508 and Kenneth N. Gaudette, its president, are debarred pursuant to M.G.L. c.149, § 27C beginning October 6, 2016 through October 5 , 2017.

  1. Keith E. Rhodes, of 3 Palleschi Drive, Swampscott, MA 01907 is debarred pursuant to M.G.L. c.149, § 27C beginning October 23, 2015 through October 22, 2020.
  2. MC Starr Companies Inc. of 40 Cheever Street, Milton, MA 02186 and Ronan Jarvis, its owner, are debarred pursuant to M.G.L. c.149, § 27C beginning April 12, 2017 through April 11, 2018.
  3. MK Environmental, Inc. of 273 Barker Ave., #4, Lowell, MA 01853, and Kruy Kroch, its president, are debarred pursuant to M.G.L. c.149, § 27C beginning January  26, 2017 through January  25, 2018.

Q-Z

  1. Roy J. Cheever, of 41 Surrey Lane, Topsfield, MA 01983 is debarred pursuant to M.G.L. c.149, § 27C beginning October 23, 2015 through October 22, 2020.
  2. S&R Construction, Co., of 353 South Main Street, Haverhill, MA 01830 and Stephen P. Early, its owner, are debarred pursuant to M.G.L. c.149, § 27C beginning November 22, 2016 through November 21, 2017.
  3. Sullivan Commercial Painting, Inc. of 42 North Federal Street, Lynn, MA 01901 and its owner, Derek Sullivan, are debarred after pleading guilty to charges of willful failure to pay wages in timely manner (14 counts) beginning June 8, 2017 through June, 7 2018.
